I don't think payment is the problem...
People are concerned about women using bogus excuses to see doctors or get ultrasounds that take time and resources away from patients who legitimately need them. (I've heard from friends in other countries with universal healthcare systems, that it's actually even harder to get in to see a doctor or a specialist when you need to.)

At exactly 12 weeks, it's still a little early to tell.
Is your tech good at reading nubs? My techs won't guess until at least 16 weeks - with a potty shot.
Right now, I'd lean girl, but at this stage, the nub could still rise.
