ok after talking to another agency today, they said if i am open to a eurasian child (which i SO am!!) that i could have a referral in like 3 months!!! i thought i wanted brown-haired, caucasian child... but when she said that it is like, i SO don't really care if she's asian/eurasion or not, just gimme!! 
lol.
it's a fact that a lot of the Russians and Russian PAP's don't want the darker haired/eyed children and asian/eurasian children. that's soooo sad!!! when there's like a 4yr. wait for China even!!! so i am very excited about this idea, it's an agency i considered before and they do have a good reputation. but i won't be naming any names until i'm an established client, if that's what i choose to do, haha she said right now there's only *2* families waiting for an asian/eurasian child and like 10 for caucasian. it's a small agency which helps with the wait times!
